How many Kyrgyz citizens have imposed a self-ban on loans in November

From November 1 to November 28, 2025, 57,005 citizens took advantage of the opportunity to impose a self-ban on lending through the mobile application "Tunduk," according to data provided by the National Bank of the country.

Definition of "self-ban on lending"

This mechanism is a free and voluntary way for citizens to preemptively limit their ability to obtain loans and credits from financial institutions.

Goals of implementing the mechanism:

Consumer protection and fraud prevention: eliminating the possibility of obtaining loans in someone else's name using stolen or fake data, as well as preventing debt traps and conflict situations.

Control over the credit profile: the ability to set a "digital lock" on one's name at any time.

Financial prudence: providing citizens with time to make informed decisions.

Process of imposing and lifting the ban

Citizens can impose or lift the ban at any time using the State Portal of Electronic Services (or the Tunduk mobile application), completely free of charge.

Scope of action

There are two credit bureaus operating in Kyrgyzstan: KIB "Ishenim" and KIB "SES."

To activate protection, it is sufficient to impose a ban in at least one of these bureaus, as creditors check both.

Cooling-off period

The lifting of the ban does not occur instantly but rather 12 hours after the application is submitted. During this time, the citizen can cancel the lifting, and the protection will remain in effect. This helps avoid hasty decisions and increases security.

Obligations of creditors

Before approving a loan, the financial organization is required to ensure that an active ban exists. If such a ban is present, the creditor refuses to enter into the agreement, providing a valid reason.

Legal consequences

If a loan is issued while a ban is in effect, such a contract will be deemed invalid. The citizen bears no obligations under this contract, and the creditor cannot demand repayment. The responsibility for the violation lies with the creditor.

Action algorithm (through the Tunduk app)

To impose a self-ban: Log in to Tunduk → select the option "Self-ban on lending" → click "Submit application" → choose a credit bureau → confirm the action. Protection is activated instantly.

To lift the ban: Log in to the same option → select KIB → click "Lift self-ban." The lifting process will occur automatically after 12 hours.

To cancel the lifting: Within 12 hours after submitting the application, you can enter the service and click "Cancel application" to keep the protection active.
