In Kyrgyzstan, responsibility for violations during the import of goods has been strengthened

The State Tax Service of the Kyrgyz Republic announces the introduction of new measures of responsibility for the illegal import of goods and vehicles across the borders of the member states of the Eurasian Economic Union.

Changes have been made to the Code of Offenses in accordance with the Law of the Kyrgyz Republic "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Taxation, Social Insurance, and Non-Tax Revenues," which was adopted on December 31, 2025.

According to the new regulations, fines for articles related to the illegal movement of goods and vehicles across the EAEU border have been significantly increased. For individuals, fines have risen from 10,000 to 20,000 soms, and for legal entities, from 28,000 to 65,000 soms.

In the case of repeated violations within a year, the amounts of fines have also been increased: for individuals — from 20,000 to 40,000 soms, for legal entities — from 65,000 to 100,000 soms. Confiscation of goods is also provided for.

It should be noted that there have been increasing cases of goods being imported into the territory of Kyrgyzstan without the necessary accompanying documents through passenger vehicles, which allows evasion of control procedures at the "Ak-Zhol" customs checkpoint located on the border with Kazakhstan.

This area has recorded attempts to import goods such as cosmetics, dietary supplements, medicines, tobacco products, mobile phones, vapes, and electronic cigarettes without accounting.

In light of the new changes to the Code of Offenses, the Tax Service urges taxpayers to strictly adhere to the requirements of the legislation of the Kyrgyz Republic, which will help avoid liability and fines, as well as other measures of impact provided by law.
