At the meeting of the Eurasian Economic Commission Council on January 30 in Moscow, the Ministry of Economy of Kyrgyzstan raised the issue of the movement of goods from Kyrgyz sellers within the framework of electronic commerce, especially on the Wildberries platform.

Previously, Kyrgyz sellers faced serious problems due to changes in the rules for working with the Russian market. In the autumn of 2025, supplies of goods from Kyrgyzstan nearly came to a halt — shipments were stuck at the border due to new requirements for document processing and tax payments in Russia. As a result, seasonal goods did not reach the warehouses in time, and the key sales period was missed.

According to the Ministry of Economy, during a meeting with authorized bodies of the member states of the Eurasian Economic Union and representatives of businesses from Kyrgyzstan and electronic trading platforms, a solution to the arising difficulties was developed.

“A model for the movement of goods from Kyrgyz sellers to the warehouses of the electronic trading platform located in another state was agreed upon, without the transfer of ownership until the goods are sold to individuals. This model received approval from the authorized bodies of Russia and will help eliminate previous issues with the movement of goods,” the ministry reported.

When transporting goods, two main documents will need to be processed: CMR and a waybill (TTN).

Details on how the new movement scheme will be implemented will be provided later by the Ministry of Economy. A seminar with participants from the Wildberries electronic trading platform is planned for this purpose.

The EEC Council instructed to continue monitoring the situation and to promptly inform about possible problems in the movement of goods within the framework of mutual electronic trade.
