Kazakhstan and Kyrgyzstan Aim to Expand Cooperation in Energy and Agriculture - Results of the Intergovernmental Council

The 13th meeting of the intergovernmental council between the Kyrgyz Republic and the Republic of Kazakhstan was held in Astana, in an expanded format.

The heads of the meeting were the Chairman of the Cabinet of Ministers and the head of the Administration of the President of the Kyrgyz Republic, Adylbek Kasymaliev, and the Prime Minister of Kazakhstan, Olzhas Bektenov.

Important issues of bilateral cooperation in areas such as economy, water resources, culture, and humanitarian ties were on the agenda.

In his speech, Adylbek Kasymaliev emphasized the key areas of interaction between the countries and highlighted priority sectors.

“Relations between Kyrgyzstan and Kazakhstan have reached high levels of strategic partnership in recent years, evolving from good-neighborly to trusting allied relations. This has been made possible by the political will of the leaders of our countries,” he noted.

The activation of bilateral ties in trade and investment was also emphasized. In the first nine months of the current year, the volume of mutual trade amounted to 1.7 billion US dollars, which is 15% more compared to the same period in 2024. Direct investments from Kazakhstan to Kyrgyzstan reached almost 64 million US dollars in six months.

“This indicates the trust of Kazakh entrepreneurs in Kyrgyzstan and opens up wide opportunities for new projects. It is also important to focus on significant initiatives that can elevate our cooperation to a new level,” he added.

During the meeting, key areas of cooperation in various fields were identified.

Among them is the creation of an industrial trade and logistics complex in the border area and a wholesale distribution center for storing agricultural products in the Almaty region, which will ensure uninterrupted supplies of goods.

A mechanism for the supply of oil and petroleum products from Kazakhstan to Kyrgyzstan is also planned to be developed within the framework of an intergovernmental agreement.

In addition, work has been completed on the reconstruction of the checkpoints “Kichi-Kapka — Besagash,” “Ak-Tilek — Karasuu,” and “Karkyra — Kegen,” which will positively impact bilateral trade, and the operation of the “Nizhny Chuy — Ak-Suu” checkpoint has been restored.

Participants of the meeting emphasized the importance of expanding interregional ties to activate trade turnover and create new business opportunities.

Kasymaliev and Bektenov set a goal to increase the volume of trade between the countries to 3 billion US dollars by 2030 and expressed readiness to activate the relevant activities.

Olzhas Bektenov assured that Kazakhstan will make every effort to further strengthen bilateral cooperation, fulfill previously reached agreements, and implement agreements for the benefit of both peoples.

Reports from representatives of government agencies of both countries on issues of trade, economy, water resources, and energy were also heard at the meeting.

As a result of the 13th meeting of the intergovernmental council of Kyrgyzstan and Kazakhstan, a protocol was signed addressing issues of cooperation in the fields of economy, trade, investment, water resources, culture, tourism, and interregional cooperation.

The visit of the Chairman of the Cabinet of Ministers of Kyrgyzstan, Adylbek Kasymaliev, to Kazakhstan concluded on November 13.
