Land for paid parking will be taken from millionaires in Kazakhstan

In major cities of Kazakhstan, the lands occupied by private paid parking lots will be returned to state ownership. This measure is included in the draft of the new Building Code, which has recently received approval from the Mazhilis, as reported by the publication Kursiv.

During a live broadcast, Deputy Murat Abenov announced that an amendment regarding land plots that were previously leased by private individuals for organizing paid parking had been added to the updated code.

“In some cities, such as Almaty and Astana, oligarchs used state-owned lands to organize parking lots without conducting any work. They simply set up their parking lots, profiting from fines imposed by the Ministry of Internal Affairs, while all the income went into their pockets. We plan to return these lands to the state. As a result, paid parking will remain, but the income will go to the budget,” Abenov emphasized.

According to the deputy, the funds received from paid parking will be directed towards the repair of building facades and the improvement of urban areas. He also noted that the issue of the amendment had sparked numerous debates.

Additionally, the code will include a requirement to consider transport networks, bus routes, and interchanges when developing general plans and detailed planning projects for Astana. The construction of new houses will be restricted in areas where it may cause congestion.

The new Building Code, approved by the Mazhilis, has been sent to the Senate for further consideration. During the preparation of the document, the working group held 75 meetings and made over 2000 amendments.

Earlier, Deputy Bakytzhan Bazarbek informed that the working group supported his initiative to ban private parking along the streets in Almaty and Astana.
