
As a result of the investigation, it became known that in 1993, the Tokmok Canning Factory was transformed into the joint-stock company "Ak-Tilek," and shortly thereafter into the joint-stock company "Canning Factory." In 1996, a land plot of 7.238 hectares was allocated to it for the placement of a production base.
Scheme of questionable share transfer:
- In February 1998, 100% of the shares of the joint-stock company "Canning Factory" were transferred to a citizen of the Kyrgyz Republic E.Zh.A.
- He then sold these shares to LLC "Akvamarin" for 350,000 soms, but the transaction was not properly formalized.
- On May 23, 2007, the joint-stock company "Canning Factory" was transferred to a citizen of China D.C. without a sales contract and necessary documents.
Currently, the shares of LLC "Canning Factory" are distributed among three citizens of Kyrgyzstan and China.


The GKNB found that there are no documents in state institutions and archives that could confirm the legality of the transfer of the factory into private hands.
Based on the information obtained during operational-investigative actions, the buildings, warehouses, and the land plot of 7.238 hectares of the factory were returned to state ownership.
In addition, D.C., a citizen of China, voluntarily transferred property worth 10 million soms to the State Agency for Geology and Mineral Resources (GAUGI).
