According to information provided by the press service of the State National Security Committee (GKNB), the canning factory in Tokmok was transformed into a joint-stock company "Ak-Tilek" by a decree of the State Property Fund of the Kyrgyz Republic dated March 18, 1993, No. 286. As a result of this decree, 8% of the shares were allocated to the labor collective, 2.5% to the head of the enterprise T.A., and 89.5% to the State Property Fund. Later, the joint-stock company "Ak-Tilek" changed its name to "Canning Factory".
A land plot of 7.238 hectares for this factory was provided on June 17, 1996, by the decision of the Head of the Chuy-Tokmok City Administration "Zh.T."
However, on February 27, 1998, 100% of the shares of the "Canning Factory" were transferred to a citizen of the Kyrgyz Republic "E.Z.A.", who, without formalizing the documents, sold them to LLC "Akvamarin" for 350,000 soms based on a verbal agreement.
Later, on May 23, 2007, the joint-stock company "Canning Factory" was transferred to a citizen of China "D.C." without official documentation of the transaction. Currently, the shares of LLC "Canning Factory" are distributed as follows: 33.4% to citizen of the Kyrgyz Republic "I.G.K.", 33.3% to citizen of the Kyrgyz Republic "Y.M.I.", and 33.3% to Chinese citizen "D.C.".
It is important to note that no documents confirming the transfer of the "Canning Factory" to private ownership were found in the State Agency for Management of State Property, as well as in the Chuy Regional Archive and the Tokmok-Chuy branch of the State Agency for Land Resources.
As a result of the aforementioned investigations, the GKNB of the Kyrgyz Republic returned the buildings, warehouses, and the land plot of 7.238 hectares of this factory to state ownership.
The citizen of China "D.C." transferred property valued at 10,000,000 soms to the State Property Fund on a voluntary and gratuitous basis.
