Tashiev also criticized law enforcement agencies for their formal approach to issuing documents and the lack of real protection. "We did not notice the threat, did not show the necessary attentiveness to prevent the tragedy. This must not happen again," he said.
The head of the GKNB emphasized that the investigation into the case will be conducted with particular diligence, and the question of who among the law enforcement officers is responsible for inaction will be considered.
He also warned that if similar facts are identified in any district, local leaders, police officers, as well as representatives of the GKNB and the prosecutor's office will be held accountable.
In his speech, Tashiev called on law enforcement agencies to engage in more active preventive work, to go beyond office activities, and to identify cases of violence against women and children at early stages.
The tragic incident occurred on December 23, when a man, in a state of intoxication, shot his ex-wife on her birthday. The couple had three children.
The suspect, who previously served in the police, retired in 2019 and worked as a coach in a gym. He had a firearm permit obtained after retirement, the police reported.
A criminal case has been initiated regarding the murder, the suspect has been detained and placed in the temporary detention facility of the Bishkek City Police Department. The investigation is ongoing.
