The Housing Committee withdrew the bills for a complete ban on electronic cigarettes

On January 13, 2026, during a meeting of the Committee of the Jogorku Kenesh, which deals with labor, health, women's rights, and social issues, a decision was made to return two bills concerning electronic cigarettes and nicotine-containing products.

The bills under review are "On the prohibition of the use of electronic nicotine delivery systems and electronic cigarettes in the Kyrgyz Republic" and "On amendments to certain legislative acts of the Kyrgyz Republic." The second bill proposes changes to the Law "On the protection of the health of citizens of the Kyrgyz Republic from the consequences of tobacco, nicotine consumption, and exposure to secondhand tobacco smoke and aerosol" and the Code of Offenses.

Deputies noted that these documents will be revised taking into account the opinions and recommendations that have been expressed.

Previously, concerns were raised in parliament that a complete ban could lead to an increase in illegal trade and a decrease in tax revenues to the budget. In this regard, the possibility of legalizing and regulating trade with the payment of appropriate taxes was considered.
