
According to the children's ombudsman, the girl's mother was held administratively responsible for failing to fulfill her parenting duties and was fined 20 MRP. The incident was reviewed by the city commission for juvenile affairs, which decided that measures were necessary regarding the six-year-old girl with special educational needs and her legal representative.
“The teacher's assistant who called the ambulance due to the bite and subsequent incapacity acted according to protocol,” Shakeneva reported. “It was important to hold the mother accountable,” she explained.
The Mother's Words
Nadezhda, the girl's mother, expressed confidence on air that she was being forced to transfer her daughter to home schooling. According to the conclusion of the city psychological-medical-pedagogical commission (PMPC), the girl was assigned a teacher's assistant.
“My daughter is adequate, she can speak, read, and write, and she keeps up with the curriculum. I see no grounds for transferring her to home schooling, as she has the right to be educated in a group. She is six and a half years old and is in the first grade. She has gone through the PMPC twice, and based on its conclusion, she is studying according to the general education program with the support of a teacher's assistant,” Nadezhda noted.
The Role of the Teacher's Assistant
Nadezhda shared that the school often received complaints about her daughter's behavior, as she could run around the classroom, refuse to learn, or even lie under the desk.
However, Saule Shakeneva emphasized that the teacher's assistant must understand that children with special educational needs may behave aggressively due to their diagnoses. The teacher is meant to regulate such behavior and find an approach to the child.
During the broadcast, parents of children with special needs expressed concern that similar situations occur in other educational institutions in Kazakhstan. The regional children's rights ombudsman promised to continue monitoring the situation and personally visit school No. 11, where the incident occurred, to clarify all the details.
Earlier, Mazhilis deputy Irina Smirnova noted that the country needs more efforts to foster tolerance towards children with autism, and that both specialists and parents should work in the right direction.
