A national campaign for free driver's license replacement is being held in the Kyrgyz Republic.

President Sadyr Japarov signed a decree regarding a temporary program for the free replacement of driver's licenses in the country. This step is aimed at simplifying administrative processes and improving citizens' access to state services of the Kyrgyz Republic, based on Article 71 of the country's Constitution.

According to the resolution, the State Center for Registration of Vehicles and Driver's Licenses, which is subordinate to the Presidential Administration, is tasked with:

Organizing: – from January 15, 2026, until the end of the program, which will be determined by the authorized state body, a national campaign for the free replacement of driver's licenses issued without specifying their validity periods. These licenses will be replaced with new samples;

– conducting an active information campaign in the media and online resources about this program.

Additionally, during the implementation of the program, there will be no requirement to present a medical certificate (form 083) issued by the authorized health authority of the Kyrgyz Republic. It is also established that the activities provided for by the said decree will be carried out by the relevant state and other organizations within their powers and approved budgets without attracting additional funds from the state budget. In this regard: – the State Center for Registration of Vehicles and Driver's Licenses will issue and register licenses at its own expense;

– the State Enterprise "Kyzmat" will also be engaged in the personalization of driver's licenses within the framework of the program at its own expense.

It is recommended that: – the joint-stock company "Uchkyn" engage in the production of driver's licenses at its own expense;

– the joint-stock company "Kyrgyz Post" ensure the delivery of licenses at its own expense.

The Ministry of Foreign Affairs of the Kyrgyz Republic, in the case of replacing licenses at institutions outside the country, should: – consider the possibility of excluding the requirement to provide a medical certificate issued by foreign medical institutions during the program's duration;

– ensure the collection of consular fees in accordance with the Government's resolution dated December 18, 2012, No. 839 "On Consular Fees".

It should be noted that driver's licenses issued without specifying validity periods will be considered invalid from the moment they are replaced under the program. The Cabinet of Ministers will be given a two-month period to take the necessary measures arising from this decree. Control over the execution of the decree is entrusted to the department for monitoring the implementation of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic. The decree comes into force on January 15, 2026, and is subject to official publication.
