According to the information received, former deputy of the Jogorku Kenesh Davran Sabirov unlawfully privatized this kindergarten, which is currently in a state of neglect.
Today, February 7, Mayor Zhenishbek Toktorbaev visited the territory of kindergarten No. 15 on A. Masaliev Avenue.
During the inspection, it was revealed that in 1995 the kindergarten was sold by the State Property Fund, and then, in 2006, the mayor's office transferred it into private ownership of Davran Sabirov in violation of the law.
- From 2006 to 2008, the mayor of Osh was Jumadyl Isakov.
The mayor's office has instructed the relevant services to work on returning kindergarten No. 15 to state ownership and to develop a plan for constructing a new kindergarten on this site.
Information about Davran Sabirov:
Sabirov Davran Muratovich was born on September 25, 1949.
He began his career in 1971, working at the construction and installation management No. 2 (SIM-2) in Osh, and later held positions as a locksmith, plumber, foreman, and site manager. This enterprise was part of the production association "Kyrgyzgas".
From 1979 to 1982, he was the secretary of the Osh City Committee of the Komsomol and simultaneously worked as an engineer in the association "Southern Production Bus Stations and Bus Terminals".
From 1982 to 1994, he held positions as the head of the "Oshgaz" base, deputy chairman of the executive committee of the Osh City Council, and deputy general director of the republican production association "Kyrgyzgas".
From 1994 to 1997, he worked as the general director of the joint venture "Kyrgyzrosgazservice", after which, from 1997, he became the head of the Osh City Gas Management.
Davran Sabirov was also a deputy of the XII convocation of the Supreme Council of the Kyrgyz SSR and a deputy of the Assembly of People's Representatives of the I convocation of the Jogorku Kenesh.
From 2000 to 2005, he represented the Osh electoral district No. 34 in the Assembly of People's Representatives of the Jogorku Kenesh, serving as the deputy chairman of the committee on international, foreign economic issues, and inter-parliamentary relations.

In May 2025, Turmush reported that plans were underway to return 51 hundredths of land to the state in Osh, located at the corner of A. Masaliev and J. Raimbekov streets, which had previously been privatized.
At that time, local authorities noted that this plot was transferred into private hands in 2007, where subsequently trading facilities and restaurants were built.
According to the mayor's office, all these assets are owned by Davran Sabirov and his close relatives.
"Local residents complained to the authorities about the blockage of their entrances and exits due to private constructions. As a result, the mayor's office of Osh instructed the relevant services to conduct an investigation and verify the legality of the privatization, as well as to consider the possibility of returning this plot to the state," the official statement said.
