Mamat Tashtankulov was born on April 15, 1945, in the city of Sulukta.
He began his working career from 1961 to 1964 at the Sulukta Mining Administration, where he worked as a coal fitter and laborer.
From 1964 to 1968, he received higher education at the Frunze Polytechnic Institute.
From 1968 to 1972, he worked at the Frunze Champagne Factory.
From 1972 to 1976, he worked in the housing administration "Sulukta" as a cost estimator, foreman, chief engineer, and manager.
From 1976 to 1979, he held positions as an engineer and manager at the enterprise "PMK-29," after which he was transferred to the city enterprise "Gas."
From 1979 to 1987, he held leadership positions at the enterprise "Sulukta Gas."
From 1987 to 1990, he was the head of the enterprise "Sulukta-Kurulush" (PMK).
From 1990 to 1998, he worked as a foreman and engineer in the Mine Construction Administration.
From 1998 to 2007, he served as the deputy head of the Koshbulak village council.
In 2007, he retired, and from 2008 to 2013, he worked as the chairman of the Council of Veterans of War and Labor in the Batken region.
The deceased, along with his wife Rabia Tashtankulova, raised 2 sons and 3 daughters.
