The hotline 113 receives numerous questions from citizens regarding the inability to seek medical assistance, particularly for injections (both intravenous and intramuscular) in the evening, reports the Federal Compulsory Medical Insurance Fund (FOMS).

In response to these inquiries, the Fund clarified the procedure for providing planned medical assistance:

Emergency medical assistance is intended solely for emergencies and urgent care. Emergency teams cannot perform the functions of a procedural room and administer injections as prescribed by a family doctor if the patient's condition does not require immediate intervention.

As for hospitals, they provide medical care only to hospitalized patients. Emergency departments are designed to assist those in need of urgent or planned hospitalization. However, on-duty doctors and nurses are not authorized to administer injections to citizens who are not being treated at that hospital.

Thus, the actions of emergency services and medical organizations in such situations comply with the law.

FOMS also reminds that Day Hospitals operate in Family Medicine Centers (FMC), where citizens can receive necessary medical procedures, including infusions and injections.

It is important to consider the following steps to access services:

A citizen should be registered at the FMC and undergo a consultation with a family doctor, who, if there are medical indications, will prescribe treatment and issue a referral to the day hospital of that Center.

Insured citizens are entitled to receive medical procedures at a 50% discount, while those without compulsory medical insurance must pay the full cost of services at the clinic's cash desk.

The day hospital does not provide medications, syringes, or infusion systems.

FOMS urges citizens to take into account the established rules of medical organizations and to plan the receipt of medical procedures in advance through their treating physician.

For any questions regarding the procedure for receiving medical services under the State Guarantees Program, citizens can contact the FOMS hotline at 113. The call is free.
