Mongolia to Develop Family Medicine in Collaboration with Turkey

The Mongolian Association of Family Medicine Specialists participated in the eleventh congress held in Turkey.

The family clinic (Өрхийн эмнэлэг) is a minimal medical institution providing primary healthcare services to the population of the subdistrict—the smallest administrative unit.

The Minister of Health of Mongolia, Chinburen Jigjiduren, made a working visit to Turkey from November 24 to 26, 2025, at the invitation of his Turkish counterpart, Kemal Memişoğlu. During this trip, Amarsanaa Jaza, head of the Mongolian Association of Family Medicine Specialists, represented the country at the 11th Turkish Medical Congress held in Ankara.


The Mongolian Association of Family Medicine Specialists submitted an official request to the Ministry of Health, considering it important to study international experience, including Turkey's successful model, for the development of family medicine.

During the visit, meetings were held with the leadership of the Turkish Ministry of Health and national family medicine associations. Various aspects were discussed, such as the training of specialists, management of primary healthcare, and reforms in family-oriented service quality. A draft memorandum of cooperation was also addressed, with the Turkish side intending to provide written comments soon.

The primary healthcare model implemented in Turkey is highly regarded on the international stage. Examples include the system for continuing education for family doctors, standardization of service quality, and integrated information systems, which are relevant for reforms in Mongolia. Discussions on adapting these methods to the conditions of Mongolia showed a certain mutual understanding between the parties.


In Turkey, there is a system where doctors receive lower ratings for excessive prescription of medications, while those who actively conduct preventive examinations and vaccinations, as well as monitor their patients' health, improve their ratings. The implementation of a similar system in Mongolia seems possible.

As a result of the meetings, the parties agreed on the joint development of family medicine at a strategic level, improving the training and qualifications of healthcare workers, as well as regularly conducting joint training sessions and experience exchanges. An agreement was also reached to sign a Memorandum of Cooperation, which will serve as a basis for further strengthening relations in the field of family medicine.

This visit was not just participation in an international event, but a historic step towards improving primary healthcare policy in Mongolia.

The 11th Turkish Medical Congress held in Ankara opened new horizons for healthcare cooperation between Mongolia and Turkey, allowing for significant progress in the development of family medicine.
