
The decree states that the pardon applies to individuals who sincerely repented for their actions and demonstrated positive changes in behavior. Of these:
223 individuals are fully released from the main punishment;
82 individuals receive conditional early release;
34 convicted individuals have their punishment mitigated to lighter measures;
53 individuals are released from additional penalties.
Among those pardoned:
26 women;
3 foreign citizens;
14 men over the age of 60;
166 young people under the age of 30;
24 individuals who participated in the events of 2022 in Karakalpakstan also received pardons, considering their remorse.
This step by the president aligns with constitutional powers (Article 109, Clause 23 of the Constitution of the Republic of Uzbekistan) and continues the tradition of humanitarian pardons carried out before significant national and religious holidays. These acts of mercy allow many families to reunite and give individuals the opportunity to start anew, emphasizing the importance of compassion and forgiveness, especially during the days of Ramadan and Navruz.
The responsible ministries and agencies must provide the released individuals with the necessary assistance for social adaptation, employment, and document restoration, so they can quickly return to normal life and contribute to the development of society.
