
On the agenda of the Council of Judges of the Kyrgyz Republic is the discussion of the General Prosecutor's Office's request for consent to bring criminal charges against three former judges who were part of the judicial panel on criminal cases and administrative offenses of the Bishkek City Court: B.S.I., Z.M., and A.K.K.
This request arose from the materials of a criminal case related to Kumarbek Abdyrov, who is accused of committing serial rapes and murders of young women.
Abdyrov was detained on October 13, 2015, after an attack on a woman. As a result of the court proceedings, on February 11, 2016, the Oktyabrsky District Court found him guilty of attempted murder, sentencing him to 12 years in prison. However, on May 12, 2016, the judicial panel of the Bishkek City Court reviewed the case, changing the qualification of the crime and reducing the sentence to 7 years.
On April 28, 2018, he was released on parole based on an amnesty.
According to law enforcement agencies, after his release, Abdyrov continued his criminal activities, which was confirmed by an incident that occurred on September 27, 2025, in the Jeti-Oguz district of the Issyk-Kul region. The General Prosecutor's Office is requesting the Council of Judges to make a decision on bringing the former judges to criminal responsibility. A final decision on this matter will be made in the established manner.
