On January 22, 2025, a resident of the Panfilov district named Sh. A. approached the police station in the Jayyl district. He reported that in November 2025, a certain I. R., who worked at one of the lyceums in Kara-Balta, promised for a monetary reward to include him in the electronic database for obtaining a driver's license. The applicant handed him 30,600 soms, but the promise was never fulfilled, and the money was not returned.
As a result, a criminal case was initiated under Article 209 "Fraud" of the Criminal Code of the Kyrgyz Republic. The suspect, who has a criminal record, was detained. His year of birth is 1966. The detainee was placed in a temporary detention facility.
