On January 22 of this year, a resident of the Panfilov District filed a complaint with the Internal Affairs Department of the Jayil District, stating that an employee of one of the lyceums in Kara-Balta had deceitfully taken his money. According to the complainant, the staff member requested 30,600 soms under the pretext of entering data about his training into an electronic database to obtain a driver's license; however, he did not fulfill his promises and did not return the money.
A criminal case was initiated on this fact under Article 209 ("Fraud") of the Criminal Code of the Kyrgyz Republic.
The law enforcement agencies detained I.R., born in 1966, who had previously had legal issues. He is currently being held in a temporary detention facility.
