At the meeting of the Jogorku Kenesh Committee on Science and Education, which took place on March 2, Deputy Minister of Internal Affairs Oktobyr Urmambetov reported a rise in juvenile crime in Kyrgyzstan by 11% in 2025 compared to the previous year.

According to him, in 2025, 1,814 crimes committed by youth were registered, while in 2024, their number was 1,640.

Urmambetov noted that this increase is related to the improvement of mechanisms for detecting offenses, made possible by the implementation of modern technologies and the activation of preventive measures.

“Previously, we mainly relied on reports from educational institutions. Now, thanks to surveillance cameras, citizen reports, and media, we are recording more offenses,” he explained.

As part of the "Safe Country" project, the Ministry of Internal Affairs is working on the implementation of the "Safe City" program. Currently, more than 5,000 surveillance cameras have been installed in public places, and by the president's order, the installation of about 20,000 cameras across Kyrgyzstan is planned. Cameras have already been installed in 440 schools, totaling 656 surveillance cameras.

The deputy minister also spoke about the preventive work being carried out in accordance with the law on preventing offenses and the national plan, the coordination of which is overseen by the Chairman of the Cabinet of Ministers.

For example, law enforcement agencies conducted more than 101,000 preventive activities, covering 16,495 minors, of whom 3,851 teenagers were placed on preventive registration.

Together with other government agencies, about 28,000 seminars, round tables, and meetings aimed at preventing bullying, violence, and extortion among youth were organized, the deputy minister added.

An important part of the work on preventing crime among youth is cooperation with the Ministry of Education, social services, and local authorities within the framework of interagency interaction.
