The Ministry of Natural Resources, Ecology, and Technical Supervision has initiated a project to amend the decree regarding the restriction of the use of motor vehicles in certain areas of the Kyrgyz Republic. This project is available for public discussion.

Considering the growth of domestic tourism and outdoor activities, the agency notes an increase in cases of uncontrolled use of motor vehicles in protected natural areas, coastal territories, and recreational sites that are not designated for such transport.

The lack of special regulation and control leads to the mass use of motor vehicles in the specified areas, which causes serious negative consequences.

It is also worth noting that the movement of motor vehicles creates a significant level of noise and vibration, disrupting the peace of wild animals and leading to their disorientation and forced departure from their natural habitat.

The agency also expresses concern about the destruction of river and lake banks due to uncontrolled vehicle access to water protection zones, which leads to water pollution, disruption of filtration, deterioration of living conditions for aquatic organisms, and threats to sanitary safety.

In light of the above, the Ministry proposes to impose restrictions on the movement of motor vehicles in the following areas:

However, these restrictions will not apply to:

It is important to note that the project does not include penalties for violating the new restrictions if they are adopted. Earlier, President Sadyr Japarov warned of the confiscation of vehicles for using ATVs on mountain slopes.
