Paid zones for vehicle passage may appear in Moscow

In the third reading, the State Duma of Russia adopted a bill that grants Moscow authorities the right to establish paid zones for vehicle passage, according to information published by Russian news agencies.

The law provides for the possibility of introducing a fee for entry both into the capital and into the city center or specific areas. Decisions regarding the creation of such zones, their boundaries, and maximum costs will be made by the Moscow government. The new rules will also apply to the federal territory of "Sirius".

As stated in the explanatory note to the bill, the aim of the new legislation is to regulate traffic flows, reduce the load on the road network, and improve the environmental situation in the city. Paid zones may be introduced to enhance the quality of life for Muscovites. It is expected that the new rules will come into effect after the official publication of the law, which, according to media reports, may occur on March 1, 2026.

Previously, the process of phased introduction of paid passage in Moscow had already begun. Starting from February 15, 2025, traffic on the Moscow Central Ring (MCR) will be charged on weekdays during peak hours—from 07:00 to 11:00 and from 16:00 to 20:00. The initial cost of passage will be 5 rubles for each of the nine sections, and from October 13, 2025, the rate will increase to 10 rubles.
The federal territory of "Sirius" is a unique administrative unit in Russia, established in 2020 based on the Olympic facilities in Sochi and the "Sirius" educational center. It is the only federal territory in the country that is not part of any region and is directly governed by federal authorities.
