In Russia, a fee is planned to be charged for the registration of smartphones in the unified IMEI database.

Starting from 2026, all mobile devices in Russia will be required to undergo mandatory registration in the database of unique IMEI identifiers. As reported by the publication "Kommersant," the registration process will involve a fee.

The amount of the fee will depend on the method of importing the device: for smartphones imported illegally, the fee will be higher and will vary based on their value, while for officially imported gadgets, a fixed price will be set.

The Ministry of Digital Development, Communications, and Mass Media of the Russian Federation clarified that details, including the fee amount and registration procedure, will be outlined in a special government decree.

This initiative may come into effect in 2027, and starting in 2028, only registered phones will be able to use networks. Each IMEI will be recorded in the subscriber's contract, and installing a SIM card in a device not specified in the contract will become impossible. This innovation will allow for more effective tracking of mobile devices and will reduce the number of internet blocks due to threats associated with drones.
