One of the key areas of work for the Ministry of Internal Affairs is the prevention of crimes and offenses among youth. This was stated by Police Colonel and Head of the Public Safety Service of the Ministry of Internal Affairs of the Kyrgyz Republic, Nurchan Adylova, in an interview on "Birinchi Radio."

According to Adylova, in Bishkek, each school is assigned a juvenile affairs inspector; however, in the regions, due to a lack of personnel, this role is performed by district police officers.

She noted that the problem of school racketeering remains serious and requires joint efforts from both the police and other organizations, including parents.

“Unfortunately, there are many cases where children do not trust their parents and do not share their problems with them. Some parents, knowing that their child has been bullied, do not want to bring up the topic. They fear that the pressure on the child will only increase. This creates additional difficulties. Each school has bulletin boards with the contacts of specialists who can help — psychologists, medical workers, inspectors, and others,” added Nurchan Adylova.

She also expressed regret that many parents prefer to distance themselves from raising their children.

“We are aware of cases where parents bring their children to the police and refuse to communicate with them, saying, ‘This is not my child, do whatever you want with him.’ A recent case occurred in Naryn, where a father abandoned his son, and the mother left. As a result, officials placed the 13-year-old boy in a boarding school. In such situations, we gather materials for consideration by the commissions for child affairs, which are then sent to court for the deprivation of parental rights. Children end up in boarding schools. Most often, parents have children for themselves, but when they become difficult to raise, they start blaming the school and the police for inaction. Meanwhile, we do not see any initiative from parents in raising their children,” noted Nurchan Adylova.

Additionally, several officials were dismissed and police officers were punished in Karakol due to incidents of violence that occurred in a school.
