Almaty - Issyk-Kul Road. What is the current stage of the project?

A working group has been established in Kazakhstan to analyze the project for the construction of the Almaty — Issyk-Kul highway, as reported by Tengrinews.kz.

Members of the group include representatives from various agencies, including the Ministry of National Economy, the Ministry of Ecology, the National Chamber of Entrepreneurs "Atameken," the Border Service of the National Security Committee, and the Ministry of Transport.

According to information from the Ministry of Transport of the Republic of Kazakhstan, the new road is considered an alternative to the current route Almaty — Otar — Kordai — Bishkek — Cholpon-Ata, which stretches for 460 kilometers.
With the support of the Asian Development Bank (ADB), a more optimized route has been proposed: Almaty — Uzynagash — Kichi-Kemin, with a preliminary length of 277 kilometers, of which 127 kilometers are in Kazakhstan and 150 kilometers are in Kyrgyzstan.
The agency notes that part of the necessary infrastructure already exists. However, in Kazakhstan, approximately 80 kilometers of roads will need to be updated, while in Kyrgyzstan, about 6 kilometers.

In December 2024, an agreement was reached between Kazakhstan and Kyrgyzstan to expedite the preparation of the project's feasibility study and to begin joint work on the construction of the road with the participation of the ADB.

As of April 1, 2025, work on the project's feasibility study is still ongoing. This task is being carried out by the ADB, which has provided funding for its implementation.

The agency clarified that the development of the feasibility study is nearing completion. This document will define the key parameters of the road, including the exact route, category, length, projected traffic flow, financial aspects, and possible tariffs. It will also take into account the legal requirements of both countries.

It is expected that the feasibility study will be completed by September 2026. After that, the parties will be able to make a final decision on the project's implementation, including the possibility of attracting private investments through public-private partnership mechanisms.
