Resolution No. 80, signed on February 10 by the Chairman of the Cabinet Adylbek Kasymaliev, includes the following categories of documents that must remain in paper form:
- documents confirming the identity of citizens of Kyrgyzstan and foreign nationals, including refugee identity cards and residence permits;
- documents related to military registration;
- certificates of civil status registration issued by foreign authorities and their notarized translations into the official language;
- documents related to citizenship, refugee status, and residence permits, including "Meken-card" until the expiration of the established storage period;
- documents related to employment and work experience, as well as reports compiled as a result of investigations into workplace accidents;
- documents on education, qualifications, and academic degrees issued both in Kyrgyzstan and abroad, as well as their notarized translations;
- documents received from military educational institutions;
- documents of the National Archival Fund of Kyrgyzstan that are subject to permanent storage in state or departmental archives;
- acts issued by inquiry or court authorities on various cases, including decisions of the Constitutional and Supreme Courts;
- founding documents of non-profit organizations according to the state registration procedure;
- notarial acts, including wills and contracts;
- documents that create financial obligations for the state or large organizations;
- documents related to public procurement and contracts;
- title documents for real estate, cadastral maps, and licenses;
- books of civil status registration;
- documents related to intellectual property, such as patents and trademarks;
- acts of emergency commissions;
- international agreements and documents of intergovernmental commissions;
- documents on strict reporting forms with protective elements and other originals with unique features;
- logs of mandatory registration, if provided by law;
- certificates and documents confirming the right to social benefits and pension provision;
- documents on awards and prizes;
- medical records of outpatient and inpatient patients.
