During the inspection, the living conditions, the rights of residents, and sanitary standards were checked. The results of the inspection revealed several serious deficiencies.




As a result of the inspection, it was found that 15 elderly residents of the nursing home do not have passports. The reason for this is the lack of necessary documents, such as birth certificates and registration data.
People without identification documents are deprived of access to important rights, including pension benefits.One of the residents of the home reported that she cannot apply for a pension, even though she moved to Kyrgyzstan back in 1969 and worked in the construction industry. Despite requests from social workers, the process of obtaining documents is delayed due to a lack of information in the databases. The Ombudsman Institute is ready to assist in obtaining the necessary paperwork.
Complaints were also received regarding the quality of medical care. One woman expressed dissatisfaction with a non-healing wound and the work of the medical station. However, the medical staff indicated that the patient refuses the proposed treatment and demands medication without supervision.
The administration of the institution assures that medical examinations are conducted regularly, and residents are sent to hospitals when necessary.
Among other serious issues, a shortage of male plumbers was noted, which results in female staff caring for male bedridden patients. It is difficult to find male employees due to the low salary, which is approximately 13,000 soms.
Nevertheless, safety measures are observed in the institution, and freedom of religion is provided: there is a mosque on the premises, and trips for Umrah are organized with the support of sponsors.
At the time of the inspection, there were 276 people in the nursing home, of which 150 were people with disabilities, and 126 were elderly citizens.
