The Ministry of Internal Affairs reminded about criminal liability for transferring bank cards to third parties

The operative officer of the cybercrime department of the Criminal Investigation Department of the Main Internal Affairs Directorate of Bishkek, Senior Lieutenant of Police Aidar Asakeev, stated in an interview for the radio that starting from June 25, criminal liability for transferring bank cards, accounts, and details to third parties will be introduced in Kyrgyzstan.

He noted that citizens who hand over their cards to outsiders effectively become accomplices in fraudulent activities. Asakeev emphasized that among the victims of criminals, the main demographic consists of young people under 25 years old. Criminals are increasingly using artificial intelligence technologies to carry out their schemes, creating fake audio and video recordings with the voices of real people, as well as counterfeit documents on the letterheads of government agencies, including the National Bank, the prosecutor's office, and the tax service. Once they gain the trust of their victims, the offenders can access their messengers.

Additionally, he spoke about the establishment of a cybercrime unit within the Ministry of Internal Affairs in 2022. In 2024, this unit was reorganized: the number of operational staff increased from 4 to 12, and now there are 12 operatives working in the capital, with 3 in each district department. Similar structures have also been formed in other regions of the country.

Asakeev also noted: "We have sufficient resources and specialists to combat fraudsters. The digital footprint always remains, and we are capable of identifying it."

Furthermore, the Ministry of Internal Affairs reminded that law enforcement agencies never request personal data and details over the phone. If necessary, citizens are invited to the relevant department with the address provided.
