
The decree signed by the President of the Russian Federation, Vladimir Putin, regulates the temporary procedure for the entry and exit of Chinese citizens to Russia.

According to the new rules, effective until September 14, 2026, Chinese citizens will be able to visit Russia without a visa for up to 30 days. This applies to business or guest visits, tourism, participation in scientific, cultural, and sports events, as well as transit through the territory of Russia.
The decree emphasizes that the introduction of these rules is carried out with consideration of reciprocity.
However, the new rules do not apply to Chinese citizens who plan to engage in labor activities, including journalism, education, permanent residence in Russia, or international road transport with the function of a translator.
The decree, signed on December 1, takes effect from the moment of its signing.
In early September, the Ministry of Foreign Affairs of China announced the introduction of a 30-day visa-free regime for Russians, which came into effect on September 15. These measures will be tested for one year.
Putin also noted that Russia will respond in kind to China's decision to cancel visas for Russians.
The first Russians who took advantage of the visa-free entry to China arrived in the country on September 15.
