Kulov: In many countries, the Ministry of Health is led by non-doctors

“The task of Kanibek Dosmambetov is to restore order in healthcare”



The recent appointment of Kanibek Dosmambetov as Minister of Health has sparked mixed reactions in society. Dosmambetov, who has long worked in the GKNB and served as the deputy director of the AKS, received support from former Prime Minister Felix Kulov, who shared his opinion on social media.

Kulov noted that managing the healthcare sector does not necessarily have to be done by a doctor. In many developed countries, healthcare is successfully managed by professional managers who can optimize processes and ensure transparency in the system.

He recalled a conversation with a member of the Bundestag in Germany, a professor of medicine, who visited Kyrgyzstan a few years ago. When asked directly about the necessity of medical education for the head of healthcare, the deputy replied that he used to believe in the importance of having a doctor in that position, but after delving into the problems of the system, he concluded that healthcare is best managed by an experienced manager.

Kulov provided examples from different countries:

- In Israel, a significant portion of the ministry's leadership consists of professional managers and economists who are successfully reforming the system.

- In Germany, the Ministry of Health has been headed multiple times by politicians without medical education, including Jens Spahn, who implemented large-scale reforms.

- In the United States, ministers of health and social services are most often managers, lawyers, and economists, rather than medical professionals.

- In Turkey, major healthcare reforms in the 2000s were carried out by managers, which contributed to the modernization of the system and its dynamic development.

A strong manager is capable of seeing the system as a whole, taking into account aspects of management, security, finance, logistics, and personnel policy. These skills are extremely important for the effective functioning of any ministry.

Given Kanibek Dosmambetov's professional experience and the recommendations he received for this position, it becomes clear that his main task is to quickly restore order in the healthcare system. Dosmambetov cannot afford to let down those who trust him, and he receives significant support from both the state and society, which is expecting real changes.

Therefore, it is important not to anticipate possible difficulties but to give the new minister a chance to demonstrate his managerial abilities. Considering his experience, discipline, and understanding of responsibility, one can confidently assert that Kanibek Dosmambetov is not only capable but also obligated (!) to bring the system in order and ensure the necessary efficiency in the work of the ministry he heads,” concluded Kulov.
