Kyrgyz. Born in the village of Alayku, Kara-Kulzhinsky District, Osh Region. Graduated from KGU (1978).

Worked as a teacher in secondary school, junior researcher at the Institute of Language and Literature of the Kyrgyz SSR, lecturer, associate professor, head of the department, senior researcher, acting professor at KGPU, secretary of the board

of the Writers' Union, head of the department of the President's Office, first assistant to the President, head of the President's press service, Deputy Prime Minister of the Government of the Kyrgyz Republic, Ambassador of the Kyrgyz Republic to India, the People's Republic of Bangladesh, the Kingdom of Nepal, and the Democratic Socialist Republic of Sri Lanka, first assistant - press secretary of the President of the Kyrgyz Republic, since 2001 - State Secretary of the Kyrgyz Republic.

Specialist in the field of Russian and Kyrgyz literature.

Published more than 100 scientific works, including 4 monographs.
