The State Committee for National Security (SCNS) commented on the information that appeared on social media regarding the investigation into the Chui State University named after S. Mambetkaliev.

The investigation is related to a criminal case that was initiated regarding the legalization (money laundering) of criminal proceeds, which falls under Article 222, Part 2, Clause 1 of the Criminal Code. In this regard, a number of investigative and operational measures are being implemented.

According to the SCNS, the following facts have been established:

In 1994, a land plot of 1.10 hectares was allocated in Bishkek, where a republican higher college named after the late S. Mambetkaliev was to be built, now known as "Chui State University named after S. Mambetkaliev."

After S. Mambetkaliev's death, his daughter, Cholpon Sultanovna Mambetkalieva, effectively took over the university. However, over more than 30 years, instead of developing educational programs, the university's management divided the specified plot into smaller plots and sold them to third parties, changing the intended use.

On two of the sold plots, multi-apartment residential buildings are now located, while the remaining part of the land is being used for purposes other than intended and is rented out for opening fast-food outlets.

Part of the university's territory was also transferred to private ownership, where a luxurious two-story house was built, in which the family of the rector, Cholpon Mambetkalieva, resides.

Patronage from regulatory bodies facilitated the use of state property for personal interests, allowing the Mambetkaliev family to profit from the educational institution, turning it into a source of illegal enrichment.

As part of the investigation, facts of illegal appropriation of property will be established, and measures will be taken to return it to state ownership.

In addition, an audit of the university's educational activities will be conducted, in the documents of which about 800 students are listed, while the actual number of students is significantly lower. This leads to a situation where diplomas are awarded to individuals who do not attend classes and do not take exams.

The Ministry of Science, Higher Education, and Innovations is also working on redistributing students to other educational institutions.

The SCNS continues its work in this direction and will inform the public about the progress of the investigation.

Cholpon Mambetkalieva herself posts statements on social media that evoke sympathy and pity from citizens. Such content is often used to attract attention and shape public opinion in her favor.

Earlier, Cholpon Mambetkalieva had addressed the authorities with questions concerning the educational institution.
