The Second Global Mountain Summit "Bishkek+25" will take place from October 21 to 23, 2027.

At the second meeting of the Organizational Committee, chaired by the Prime Minister of the Kyrgyz Republic, Adylbek Kasymaliev, the preparation for the Five-Year Action Plan for the Development of Mountain Territories for 2023-2027 was discussed.

According to the press service of the Cabinet, the meeting was attended by special representatives of the president on mountain agenda issues, deputies of the Jogorku Kenesh, as well as heads of various ministries and departments, authorized representatives of the president in regions, and city mayors.

Kasymaliev reported that the Second Global Mountain Summit "Bishkek+25" is scheduled for October 21-23, 2027. In this regard, the Ministry of Foreign Affairs was tasked with organizing the first meeting of the organizational committee to prepare for this event as soon as possible.

According to Kasymaliev, specific results in the field of sustainable development of mountain regions must be achieved by 2027, including the creation of new sources of income, ensuring electricity supply, developing infrastructure, as well as improving water supply, sanitation, healthcare, and education, especially in remote mountain areas.

"Kyrgyzstan plans to present its achievements at the Second Global Mountain Summit, following the UN principle of 'leaving no one behind'," noted A. Kasymaliev.

During the meeting, Kasymaliev also emphasized that the president of Kyrgyzstan actively promotes the mountain agenda on the international stage. In particular, on September 14, 2021, in New York during the 76th session of the UN General Assembly, the president raised issues of sustainable development of mountain regions, problems related to glacier melting and climate change, as well as the need to strengthen global policy on these issues. At the initiative of the president, the UN declared 2023-2027 as the Five-Year Action Plan for the Development of Mountain Territories. Within the framework of this initiative, on September 15, 2023, the president signed a decree "On the Declaration of 2023-2027 as the Five-Year Action Plan for the Development of Mountain Territories," which initiated the creation of the organizational committee.

"Kyrgyzstan, being at the forefront of addressing global problems of mountain regions, should serve as an example for other countries in the field of sustainable development," he added.

During the meeting, the implementation of the Roadmap for the Five-Year Action Plan for the Development of Mountain Regions for 2025 at various levels was also discussed, as well as issues of comprehensive surveying of mountain territories and approval of the Action Plan for 2026. During the discussion of the first issue, it was noted that the work of several ministries and departments in timely reporting was recognized as unsatisfactory.

Kasymaliev instructed the Office for Monitoring the Implementation of the President's and Cabinet's Decisions to develop proposals for disciplinary measures against officials who failed to comply with the roadmap. On the second issue, heads of state bodies were instructed to intensify the surveying of mountain territories in cooperation with the National Institute of Strategic Initiatives and to submit an updated draft of the Work Plan and the composition of the working group to the President's Administration.

On the third issue, the action plan for implementing the Roadmap for 2026 was approved. State bodies and institutions were instructed to take measures to improve the quality of implementation of the Five-Year Plan and reporting.

Additionally, Kasymaliev reminded that last year an international conference "Global Mountain Dialogue for Sustainable Development: Towards the Bishkek+25 Summit" was held in Bishkek, which was attended by delegations from more than 50 countries and 30 international organizations.
