In the first stage of control, the following categories of goods are subject to tracking:
- goods subject to sanctions (all types of transit, export, and mutual trade);
- alcohol and tobacco;
- light industry products and radio electronics.
The use of navigation seals becomes mandatory if the route passes through two or more EAEU countries, regardless of whether the transportation begins within the Union or outside of it.
According to representatives of the EEC, “the implementation of navigation seals is primarily a matter of speed and convenience: vehicles with seals will be able to cross internal borders of the EAEU without the need for inspection and delays, which will reduce downtime. A unified information system will allow real-time tracking of cargo movements, and the number of administrative procedures and checks will decrease.”
National operators of EAEU countries are responsible for tracking shipments. In Kyrgyzstan, this is carried out by the State Customs Infrastructure JSC.
