In Kyrgyzstan, an agreement to stabilize flour prices between the government and enterprises has been in effect for 5 years, - Ministry of Economy
The Cabinet of Ministers approved a list of 16 goods for 2023, for which state control may be introduced in the domestic market.
According to the Ministry of Economy, measures aimed at ensuring food security may include temporary bans on the import or export of socially significant goods, as well as the provision of tax benefits, the organization of fairs with reduced prices, and other initiatives.
Kyrgyzstan also has pricing legislation that allows for the control of prices on socially significant goods. Under this law, the state can enter into special agreements with businesses.
“For the past five years, there has been an agreement between the Ministry of Economy, the Ministry of Agriculture, and flour milling enterprises in the country regarding price control on flour, which has shown positive results,” Alykulova noted.
Today, the price of first-grade locally produced flour is 35 soms. This applies to unpackaged, packaged, or imported flour,” she added.
Additionally, according to Alykulova, there is an agreement between sugar producers, feed manufacturers, hypermarkets, and the state.
List of socially significant goods for which temporary state price regulation may be introduced in the domestic market of the Kyrgyz Republic

1. First-grade wheat flour
2. Wheat bread made from first-grade flour (loaf), bakery products (flatbread)
3. Milk with a fat content of 2.5-3.2%
4. Vegetable oil
5. Butter (unsalted, at least 72.5% without fillers and vegetable fats)
6. Meat (beef and lamb, excluding boneless meat)
7. Granulated sugar
8. Rice (white polished)
9. Pasta (vermicelli, spaghetti, and macaroni)
10. Chicken eggs
11. Vegetables (potatoes, carrots, onions)
12. Coal
13. Gasoline grade Ai-92 and diesel fuel
14. Liquefied hydrocarbon gas (LPG)
15. Mineral fertilizers (ammonium nitrate, urea, ammophos)
16. Feed for agricultural animals, birds, and fish
