As Sadyraliev noted, strict security measures are in place at the Kara-Keche site. "The theft of coal at Kara-Keche is impossible. We have a security service, and everything is under video surveillance. We have created all the conditions to protect the state deposit and property," he stated.
According to the deputy director, previously private carriers purchased coal at a price of about 2,500 soms, spending around 2,000 soms on transportation, and then sold it in Bishkek for 4,000–4,500 soms, ultimately selling to end consumers at prices of 8,500–10,000 soms. Some drivers stopped delivering coal to social bases, engaging in resale through intermediaries.
To eliminate speculation and the actions of resellers, the company has started allowing only those who transport coal to social bases onto the territory of Kara-Keche, provided they have documents from the akimats and айыл okmotu, Sadyraliev explained.
In addition, a route control system using QR codes has been introduced, due to the fact that some drivers, when arranging a trip to a social base, did not actually reach the destination and sold coal at inflated prices in other regions.
“Now each vehicle is linked to a specific social base. It departs from Kara-Keche, delivers the cargo, and only after that the QR code is deactivated, which records the control. If the QR code is not deactivated, it will show the status 'en route',” Sadyraliev said.
He also added that until the unloading and recording of the delivery, the driver is not allowed to return to Kara-Keche for a new volume of coal. “Until the cargo is delivered, he cannot leave the base. After that, a new order can be taken. Until the cargo is delivered, he cannot go anywhere,” concluded the deputy director.
