This document was prepared in accordance with the law "On the Special Financial Investment Territory 'Tamchy'" and contains criteria for the placement of facilities, as well as establishes the procedure for forming a comprehensive development and zoning plan for the territory in the Issyk-Kul region.
The main principles for the placement of facilities in the SFIT "Tamchy" include:
- ensuring legality and safety;
- preserving the unique ecosystem of Lake Issyk-Kul;
- economic efficiency, energy efficiency, and resilience to climate change;
- transparency and openness in decision-making.
An important aspect is the strict adherence to aviation safety to ensure the stable operation of the Issyk-Kul branch of OJSC "International Airport 'Manas'." It is also necessary to consider natural and man-made risks, such as seismic activity, threats of mudflows, floods, landslides, and erosion.
The following zones may be designated within the territory:
- financial and business center and business services;
- tourism and recreation activities and entertainment;
- logistics and warehousing services;
- public-business and service infrastructure;
- engineering facilities;
- protection and buffer zones.
All specific details and the list of zones will be defined by acts of the SFIT "Tamchy."
The comprehensive development plan must include schemes and sources for connecting to all types of engineering infrastructure, including electricity and heat supply, water supply and drainage, stormwater drainage, gas supply, telecommunications networks, and waste management. Engineering solutions must take into account seismic activity and provide for redundancy.
Environmental requirements include:
- mandatory environmental impact assessment;
- calculation of the water balance with confirmation of resource sufficiency without harming Lake Issyk-Kul and the water supply for the population;
- wastewater treatment scheme that meets established standards;
- preservation of green areas;
- conducting monitoring and publishing data.
Acts of the SFIT must provide for the monitoring of various indicators, such as network load, quality of wastewater treatment, condition of water bodies, compliance with the coastal strip, and height restrictions in the area adjacent to the airport. Decisions on the placement of facilities and zoning maps will be officially published, including in machine-readable format.
The resolution will take effect from the moment of its official publication. It was published in the newspaper "Erkin Too" on December 12, 2025 (issue 98).
