At a meeting where current issues of road construction were discussed, a decision was made to reprimand the following officials:
- Talantbek Soltobaev, First Deputy Minister;
- Kamilzhan Abdykalikov, Director of the Department of Road Economy;
Taalaybek Ashymbekov, Director of the State Enterprise "Design and Survey Institute 'Kyrgyzdortransproject'; - Kubanychbek Ormonov, Deputy Director of this institute.
Syrgabaev noted that the construction of the road is under the personal control of the Chairman of the State National Security Committee, Kamchybek Tashiev. He also emphasized the need to accelerate the pace of work, improve quality, and complete the project within the established deadlines.
Additionally, the minister drew attention to winter road maintenance and monitoring their condition, urging those officials who are not fulfilling their duties to submit resignation letters.
Earlier, Kamchybek Tashiev, head of the State National Security Committee, sharply criticized the contractors involved in the reconstruction of the highway on the southern shore of Issyk-Kul for the past five years. The founder of the contracting company was detained.
Tashiev, on the president's instructions, gathered the contractors and took control of the construction, setting specific deadlines for the work. He stated that the section from Balykchy to Barskoon must be completed by August 31, 2026.
This section of the road, stretching 141 kilometers, began reconstruction back in 2021 but has still not been completed.
“I will not tolerate such an attitude towards the state. You received 70% of the funds, but completed only 5% of the work in a year. You will work like this for another five years. We have no time for talks; we will detain your supervisor and then sort it out,” Tashiev told one of the contractors.
He also ordered a ban on leaving the country for everyone responsible for the road reconstruction project.
Later, it became known that Mirlan Isagaliev, the founder of OsOO "IS-Sabi Holding" and the founder of OsOO "Kyrgyz Zhol Kurolysh," was detained on suspicion of abuse of power during the construction of the Balykchy – Bokonbaev – Karakol highway.
The investigation believes that the contracting organization did not fulfill the terms of the contract, which led to non-compliance with deadlines and technical standards, as well as delays in completing the road of national significance. Isagaliev has been placed in the temporary detention facility of the Karakol Department of Internal Affairs, and investigative activities are ongoing.
