According to the explanatory note, the Constitution guarantees every citizen the right to health protection. The increase in morbidity creates additional burdens on medical personnel and exacerbates the shortage of staff in state institutions.
Young doctors who start working in private clinics immediately after graduation often face a lack of practical experience, which poses a risk of professional errors and complications. Recently, there has been a rise in complaints against private medical institutions, including cases that have resulted in fatalities. In 2025, the Ministry of Health conducted inspections of 311 private clinics, of which 147 operated without the necessary licenses, and 220 were fined a total of 13 million soms.
According to the Ministry of Health, the number of private clinics in the country is constantly changing, and data from various sources often diverges. Existing legislation does not fully regulate the activities of private medicine, complicating the ability to take action in cases of serious violations that could lead to negative consequences.
In this regard, the new draft resolution will define the rules for conducting private medical practice throughout Kyrgyzstan.
- The main principles of regulating private medical activities outlined in the draft include:
- the priority of patient safety;
- avoiding excessive administrative pressure;
- transparency and digitization of processes;
- equality of all healthcare participants regardless of their ownership structure.
According to the Ministry of Health, private medical activities will be carried out only on the basis of a license and in compliance with service quality standards. All entities are required to publish open price lists and inform patients in advance about the full cost of services to minimize corruption risks.
The draft also defines the conditions for access to private practice, including specialists with foreign education, as well as the rights of patients and the obligations of medical institutions. Each participant must undergo digital registration in a unified registry and provide reports in accordance with the requirements established for state healthcare organizations.
In addition, mechanisms for state control and supervision are provided, taking into account the principles of entrepreneurial freedom.
