It is planned to stop corruption and abuse of power concealed under the classification of state secrets. This is reported by MiddleAsianNews.
At its meeting on March 4, 2026, the government decided to present a revised draft of the Law on State Secrets, as well as a bill concerning the approval of the list of state secrets and related legislative initiatives.
The proposed draft includes renaming the existing Law on State and Official Secrets to the Law on State Secrets, as well as creating a legal framework that will regulate exclusively issues related to state secrets.
Deputy Minister of Justice and Internal Affairs Mönkh-Erdene Demberelceren noted: "Currently, there are more than 894 items classified as state secrets. After the new Law on State Secrets comes into force, all this information will become available to the public."
Despite existing legislation that requires justified and lawful classification of information as state or official secrets, in practice, it is observed that government bodies and officials often resort to illegal and unjustified classification of information. This negatively affects transparency and openness in government activities, violates citizens' rights to access information, and creates conditions conducive to corruption and abuse.
Thus, the aim of the new bill is to create a legal environment that ensures openness and transparency of information held by government bodies, except for data that is lawfully classified as state secrets.
According to current legislation, information that may "harm the interests of sectors, government bodies, or other legal entities" can be classified as state secrets. Such a broad formulation significantly expands the scope of what information can be classified, allowing data to be concealed based on narrow institutional interests. In this regard, the new draft completely excludes from the law all provisions related to state secrets.
