A resident of Osh reported that his sisters mortgaged his house for a 4 million loan at the bank — now 50% of his pension is being withheld.

Batyr Omaraaliev, who lives in the village of Kerme-Tuu in the city of Osh and has a first-group disability, appealed for help to law enforcement agencies at a press conference in AKIpress-Osh on November 19.

According to Omaraaliev, his sisters deceived him into taking over his house. They claimed: “The documents for your house are registered according to the technical passport, we will make a state act, take a loan from the bank, and you won’t have to worry.” As a result, they mortgaged his house in the bank to obtain a loan.

“My own sisters misled me, and now I have lost half of my pension and benefits. I risk being left without housing,” noted B. Omaraaliev.

According to his account, in 2018, the sisters registered documents for his house, saying that it would not affect him. He agreed because he trusted them. Then they independently registered a state act for the house and mortgaged it. Initially, he did not resist, as they were his own sisters. They had a trading business at the Kara-Suu market, and things were going well. However, soon they began transferring documents from one bank to another without his knowledge, resulting in them obtaining a loan from one of the commercial banks in Osh for 4 million soms.

“I cannot yell at them or act aggressively. As it turned out, it was already too late,” he added.

Law enforcement agencies suspected Omaraaliev's sisters of committing fraud with land plots in the village of Ishkavan. It also became known that a loan was registered in his brother's name, which included a mortgage on the documents for his house and the house inherited from their father. Currently, the bank seems to be preparing to seize the house inherited from their father, while the fate of his own house remains uncertain. Additionally, the house was mortgaged in one of the banks in Kara-Suu, and since the sisters were unable to repay the loan, the matter went to court. By court decision, the bank withholds half of his pension and benefits. If he previously received more than 8,000 soms, the amount has now decreased to just over 4,000 soms. Omaraaliev has appealed to the police, the city and regional prosecutor's offices, as well as the Ombudsman Institute, but to no avail. In this regard, he called for help from the chairman of the State Committee for National Security, Kamchybek Tashiev, and President Sadyr Japarov, hoping for their support,” he concluded.
