Ministry of Health of the Kyrgyz Republic releases 20 hospitals into 'free float'

Financial autonomy will open new opportunities for medical services



Acting Minister of Health Kanaybek Dosmambetov shared new plans during a meeting with employees of the Osh State University Medical Center. Starting January 1, 2026, an experimental project will launch in Kyrgyzstan that will grant autonomy to several healthcare institutions.

As part of this project, about 20 medical organizations will gain expanded managerial and financial independence.

This financial liberation will allow state hospitals to offer paid services that are not included in the package of state guarantees.

Currently, paid services in state clinics are provided according to a price list approved by the Antimonopoly Service. The income generated is directed towards the purchase of equipment, reagents, and consumables. By the end of 2024, it is expected that 1.106 billion soms will be collected.

It should be noted that the former minister Erkin Chechebaev faced public criticism for his initiatives aimed at the commercialization of healthcare. This included both raising prices for medical services and banning the sale of drinks, salt, and sugar, as well as the idea of relocating hospitals outside the city.

Chechebaev, in turn, argued that social medicine "remained in the past" and that the focus should be on prevention rather than treatment, which should be accessible.
