The Minister of Health visited the Osh State University Medical Center, where he learned about the results of liver transplantation.

Today, December 19, the acting Minister of Health Kanibek Dosmambetov visited the medical center of Osh State University. The purpose of the visit was to familiarize himself with the results of the first liver transplantation operation in the southern part of the country. This information was provided by the press service of the Ministry of Health of the Kyrgyz Republic.
During his visit, the minister inspected the specialized departments, interacted with doctors, and collected data on the condition of the patients, including the donor and the recipient. According to medical specialists, both patients are currently under careful observation, and their condition is considered stable.
The liver transplantation operation was successfully performed on December 13, 2025. The recipient was a 50-year-old woman suffering from viral hepatitis B, C, and D for eight years, which led to the development of liver cirrhosis. The donor was her 25-year-old son. The surgical procedure took more than six hours.
The operation was led by Murad Navruzbekov, head of the liver transplantation department at the N.V. Sklifosovsky Research Institute of Emergency Medicine, together with the team from the Osh State University Medical Center.
During his communication with the medical center staff, Kanibek Dosmambetov emphasized the importance of high-tech medical assistance within the country for the development of the healthcare system.
“The development of organ transplantation is a priority for the President of the Kyrgyz Republic Sadyr Japarov, who has instructed to strengthen work in this area. We view the development of transplantation as a strategic step to increase the availability of high-quality medical care and improve the lives of patients,” added Kanibek Dosmambetov.
In addition, the minister noted that the Osh State University Medical Center demonstrates a successful management model: modern equipment, qualified medical personnel, and transparent financial processes. This creates conditions under which doctors can receive decent salaries, and financial flows remain transparent. Such solutions help minimize corruption risks in healthcare.
“Official tariffs for medical services allow funds to be directed to the institution's cash register, which enables allocating at least 50% of revenues for increasing the salaries of medical workers and developing the institution itself. This leads to a reduction in corruption and the formation of a sustainable motivation system,” he noted.
The acting minister also announced the launch of a pilot project starting January 1, 2026, according to the decree of President S. Japarov, which will provide autonomy to several medical institutions. As part of this project, about 20 healthcare organizations will receive expanded managerial and financial powers.
The management model used in the Osh State University Medical Center can serve as a model for this pilot project. If it proves successful, this approach could be applied in other regions of the country.
The leadership of the Osh State University Medical Center confirmed its intention to continue developing liver transplantation and other high-tech medical services in accordance with clinical protocols and the legislation of the Kyrgyz Republic.
