Kendirbaeva on the "El Umutu" Scholarship Recipient: Did Not Return to Kyrgyzstan Even for the Position of Deputy Minister

As Kendirbaeva reported on the air of "Birinchi Radio," not all scholarship recipients of the "El Umutu" program are ready to return to Kyrgyzstan after studying abroad.

Earlier, President Sadyr Japarov emphasized at the People's Kurultai that the state is interested in attracting young and talented specialists who have received education outside the country.

According to the minister, not all participants of the program fulfill their obligations to return.

“We are genuinely interested in having Kyrgyz citizens who received the 'El Umutu' scholarship and studied abroad at the expense of taxpayers return and contribute to the development of the country. We called them, but not everyone responded. I will not name names, although they know who we are talking about. Some asked us to provide a letter confirming that there are no claims from the state so they could work abroad, but we could not do that. This is a matter of responsibility to the homeland and conscience,” noted Kendirbaeva.

The minister also provided an example where she invited one of the graduates, who is working in the field of education abroad, to return, offering him the position of deputy minister.

“I urged him not to limit himself to the opinions of experts, but to apply his experience to reform the system from within. However, he refused, citing a high salary abroad. This issue was raised at the presidential level, but the specialist did not return. Perhaps if the salary had been increased and housing provided through social mortgage, the situation would have been different,” she added.

Kendirbaeva also noted that some graduates explain their refusals by the lack of stability and guarantees in Kyrgyzstan.

“I want to say that when complete stability comes to the country, the need for such specialists may disappear. Nevertheless, there are also those who return. For example, one young man who graduated from studies in Germany ended up in the personnel reserve and worked in the ministry. After the reorganization, he became a specialist in the Ministry of Science,” the minister concluded.
