"Our guarantor is their conscience." Kendirbaeva on those studying abroad at the expense of the budget

According to the minister, the Kyrgyz authorities emphasize the conscience of those citizens who receive education abroad at the expense of the budget. This statement was made on "Birinchi Radio" by Dogdurkul Kendirbaeva.

She highlighted that the state is actively developing various programs to improve the quality of personnel, prepare a new generation of specialists, and support talented citizens. One such initiative is the presidential scholarship "El umutu," the amount of which ranges from $50,000 to $75,000.

“It is important for them to realize their responsibility. It is their conscience. We expect them to return to Kyrgyzstan and contribute to the development of the country, working in both public institutions and the private sector. The president has already signed a decree that establishes obligations for program participants towards the state. Similar measures are in place in many countries, such as Kazakhstan and Uzbekistan. If a student studies abroad with budget funds, they are obliged to return home and serve,” Kendirbaeva noted.

She also suggested introducing stricter measures, similar to those applied in Kazakhstan, where program participants leave collateral property before going abroad for studies.

“Nevertheless, we have decided that the main guarantee will be their conscience and our trust. Trust is extremely important. We continue to believe and hope that they will return. When they left, they assured us that they would definitely come back and spoke about their patriotism. We believe these promises,” the minister added.
