Government authorities plan to improve control and clarify the process of confirming actual residency.
During a joint meeting of the parliamentary groups "Eldik" and "Ala-Too," Deputy Prime Minister Edil Baisalov reported difficulties in confirming the actual residency of families in high-altitude areas following the introduction of new support measures.
He noted that the Cabinet of Ministers made the right decisions to support local families and stimulate birth rates in high-altitude areas. However, during the process of applying for benefits, it became clear that families were applying for payments while being only formally registered in high-altitude villages, whereas they actually live in other regions.
"We are now introducing a new system, according to which the village administration will confirm that the family actually resides in that location. They may be registered, but people can be in other places — this creates certain difficulties," Baisalov emphasized.
He added that the government plans to take steps to ensure that benefits are received exclusively by those families who truly reside in hard-to-reach and high-altitude areas.
It is worth noting that special payments are provided for residents of high-altitude regions. Since January 1 of this year, families with a third and subsequent child receive 3,000 soms monthly until the child reaches three years of age. Additionally, starting in 2026, mothers of multiple children living in high-altitude areas will be able to receive a one-time "Bala bereke" benefit ranging from 100,000 to 2 million soms, starting from the fourth child.
