
The Jogorku Kenesh now includes Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova
On February 13, the Central Election Commission reviewed the results of the parliamentary elections in the multi-mandate constituency No. 13 and canceled its previous decision to annul them, recognizing the elections as valid.
The review of the results was made possible by new data obtained during the investigation by the Ministry of Internal Affairs. Law enforcement agencies found that the use of mobile phones at polling stations was linked to support for candidate Bakyt Sydykov. However, no criminal cases were initiated against other candidates.
As a result of the CEC meeting, the votes for Bakyt Sydykov were annulled, and Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova were recognized as elected deputies of the Jogorku Kenesh. Repeat elections in the constituency are not planned. Nine commission members voted in favor of this decision, while two opposed it.
It is worth noting that early parliamentary elections in Kyrgyzstan took place on November 30, 2025. In constituency No. 13, 65,016 voters registered, of which about 30,000 (39.44%) participated in the voting. Fourteen candidates participated in the elections.
According to preliminary data, Bakyt Sydykov received the highest number of votes — 17,397. Aibek Altynbekov managed to gather 13,477 votes, Talant Mamytov — over 12,000, while Aigul Karabekova showed the best result among female candidates with 8,839 votes.
Previously, the Central Commission declared the voting results for this constituency invalid due to violations related to the use of video devices at the polling stations. However, after establishing a connection between supporters of one of the candidates and the violations, the commission reviewed its decision and restored the election results, excluding the votes for that candidate.
