President Sadyr Japarov has signed a number of amendments to various codes, including the Code on Non-Tax Revenues and the Law "On the Universal Military Duty of Citizens of the Kyrgyz Republic, on Military and Alternative Services."

The mobilization reserve fees imply that citizens will make monetary contributions that will fully go to the republican budget.

Alternative service includes the following conditions:

At least one-sixth of the total contribution amount must be paid each quarter.

Citizens undergoing alternative service will be directed to local authorities to perform socially useful work. After completing the work, they will receive a certificate of the number of hours and tasks completed, which must be presented to the military commissariat.

Furthermore, the president may, at his discretion, confer the title of "Major General" on military personnel and reservists for their significant achievements for the country, even without adhering to the legal requirements.

Individuals with class ranks and special titles will be called up for military service in their current ranks without re-certification, which implies that their military rank will correspond to the existing class rank.
