The proposed changes concern the resolution dated January 14, 2020, No. 139, which establishes the procedure for purchasing plots that were previously leased for the design and construction of multi-story buildings.
The development of the law is due to the entry into force of the new Land Code of the Kyrgyz Republic and the norms regulating its implementation.
The document provides for a methodology for calculating the cost of land plots that are in municipal ownership and used by both individuals and legal entities for the purposes of constructing apartment buildings.
According to the new rules, the authorized body will independently determine the value of the plot using a special methodology and without involving appraisal companies.
Furthermore, the draft states that after the decision to purchase, the tenant will be obliged to pay the cost of the plot and sign a sales contract with the authorized body.
At the same time, the possibility of partial payment is provided. In the case of such an option, the remaining amount must be secured by a pledge, which will remain in effect until all payment obligations are fulfilled.
It is noted that the amount of the pledge will decrease proportionally to the payments already made.
