It should be noted that in accordance with Presidential Decree No. 331 dated November 28, 2025, testing of managerial and financial autonomy will begin in 14 medical institutions.
A key aspect of this innovation is the creation of a supervisory board (SB) — a public body that will have a collegial nature. An open call for candidates to the SB has been announced for each of the 14 hospitals.
The functions that SB members will perform include:
- ensuring public oversight of the transparency and effectiveness of budgetary and additional fund expenditures;
- facilitating the protection of patient rights and monitoring the implementation of state guarantees in the field of medical care;
- participating in discussions on the strategic directions for the development of medical organizations;
- proposing recommendations for improving the quality and accessibility of medical services;
- strengthening the ties between healthcare organizations and society.
Candidates can submit their documents until March 23 inclusive.
The final composition of the supervisory board will be approved by the Ministry of Health.
Financial autonomy for state hospitals will allow them to provide paid services that are not included in the package of state guarantees. This may lead to an increase in the cost of paid medical services.
